Florida Residential Rental AgreementWho pays the water bill increase?

Florida Personal Residential Rental Property: Rental contract required "The owner will provide lawn service and the tenant will be responsible for utility costs incurred."

Lawn died after two years that the tenant moved in. The owner provided lawn mowing per month of service without applying herbicides and pesticides. The tenant watered the 3,000 square foot St. Augstine grass less than 5,000 liters of water on a monthly basis. Who will replace the dead grass and paying the monthly water bill increased?

The landlord has provided what was necessary to its end, even if the grass has been taken over by weeds, it was the responsibility of the tenant at the water enough.

The dead grass was caused by the negligence of the tenant, therefore, the tenant is responsible for the replacement of lawns and water bills related to that.

The clause in the lease, it seems that the tenant is responsible for watering the lawn. The owner of the responsibility to provide a lawn service to mow the lawn.

I'm not sure that 5,000 gallons of water is enough water to 3,000 square feet of grass.

If 5.000 gallons of water is adequate for the lawn and she died anyway I would question the lawn service for which he died. I would say it would responsibiloity the owner to replace or maybe the lawn service if they do not have to provide something the lawn as needed.

If 5.000 gallons of water is not sufficient to maintain the lawn while the tenant has not done what he could do and they would be responsible for replacement of the lawn.

May the landlord is liable because it was incumbent upon him to maintain the lawn but it is doubtful that you get anything for water. You've signed a contract and it is doubtful that you water a lawn dead.
