If the owner does not attempt to purchase your question, I think you have a few more options, all the implications of the escalation:
Get a real estate lawyer to write a letter in your name (header only can be more valuable than the content, so if you have a lawyer friend, it may be useful to strike up the favor)
Contact the Better Business Bureau to try to resolve the situation. You can tell your property manager is like a next step at some point - I guess they do not want this concern and may be willing to cooperate.
F * Slandering them on the Internet. Perform a search for more apartment reviews and let others know your experiences. If you can not get out of your situation, at least ensure that others do not suffer.
