Truck Rental London

I live in the area of the Council of Westminster - he was in the residents parking zone which began at 8:30. Presumably it was when I was tagged because it was already on the truck at 8:45.

Westminster Council are known for doing things like that. They are a bunch of dirty thieves vile scum disgusting. This incident does not look like you should fight!
Call the ticket and your treatment. Take your case to the arbitrator parking. I am sure there are sites dedicated to this kind of thing (I'm sorry I can not think of any off hand, I think there are drivers for Justice).
More and more are sick of this illegal and unjust treatment that gives them advice and private clamping and towing companies. More people are starting to fight and win.

I guess, technically, you broke the rules and technically they were within their rights. This is what you get when a sharp run local government with regard jobsworth motorist as a milch cow.

While it will take the call - especially if you have evidence of the street is empty, like a photograph. It is known to be the arbiter of human opportunity, but do not mouth off to him!
